  • Baltimore City Community Action Partnership, Utility Bill Assistance

    COVID-19 Update: CAP Centers are closed to the public. Staff is assisting the public remotely. Individuals may apply for assistance online or by mail and return documents via email or mail.

    UTILITY BILL ASSISTANCE: **MEAP applications must be received BY MAY 31st to count for FY20. Application MUST be COMPLETE, if required documentation is missing it will be processed after July 1, 2020. Applications will be accepted June 1 to June 30th will be for FY21. OHEP will be able to give out 55 day extensions starting June 3rd and commit grants to BGE as of June 17th. Applications processed in June will count for FY21.**
    Provides assistance with applying for the Maryland Energy Assistance Program (MEAP),  Electrical Universal Service Program (EUSP), and Gas Arrearage Retirement Assistance (GARA)  Offers energy conservation education and coordinates energy services. MEAP provides grants to eligible families, renters, roomers, boarders and homeowners toward the cost of heating in the winter and electricity year round. Grant is based on the type of fuel used, household size, household income and annual consumption. EUSP assists with electric utility bill payment. GARA assists with past due portion of gas utility bill.

    Payment Description: None.

    Intake and Eligibility: For EUSP, individual is required to have bill in his/her own name and be on a monthly budget billing plan and meet income guidelines. For GARA, individual must be the utility account holder and must receive MEAP benefits. Some funds are available for a one time only benefit for past due bill payments.
