    OVERVIEW: Provides programs to income eligible individuals that offers supplemental financial assistance.

    1) SUPPLEMENT NUTRITIONAL ASSISTANCE PROGRAM (SNAP): Free food benefits provided monthly to eligible low-income households that allows them to purchase food from participating stores. Clients are given an independence card similar to a bank debit card to access benefits.

    ELIGIBILITY: Households may have $2,000 in countable resources, such as a bank account, or $2,250 in countable resources if at least one person is age 60 or older, or is disabled.  However, certain resources are NOT counted, such as a home and lot, the resources of people who receive Supplemental Security Income (SSI), the resources of people who receive Temporary Assistance for Needy Families (TANF, formerly AFDC), and most retirement (pension) plans.

    COVID-19 PROCEDURE: Have callers needing SNAP call MD Hunger Solutions at 866-821-5552. To qualify for SNAP, income requirements must be met. However, all SNAP recipients will receive maximum benefits for April and May. New applicants can apply online at or by phone at 866-821-5552. This website can be checked for updates. If the caller applied by phone, call 1-800-332-6347 for updates. To order a new EBT card or check the caller’s SNAP account balance, call The Maryland EBT Customer Call Center, 1-800-977-2222. For free legal aid if the application was denied or the benefits terminated, call Homeless Persons Representation Project, 410-364-4198. For WIC assistance, call 1-800-242-4942. 

    2) MEDICAL ASSISTANCE PROGRAM: Provides medical benefits for health needs. Its purpose is to help eligible low-income persons of all ages with their medical bills when they cannot afford to pay. An interview and proof of citizenship & Identity are required.

    COVID-19 PROCEDURE: People under 65 should visit and call 240-777-1003 with questions. People over 65 and those who are disabled or on Medicare should apply online at and call 240-777-1003. People looking for help paying for an LTC should go to For Montgomery County health programs for the uninsured, poor, and those who don't qualify for other aid should complete an application and email it to Call 240-777-1003 with questions.

    3) MARYLAND CHILDREN'S HEALTH PROGRAM: See separate listing.

    4) TEMPORARY CASH ASSISTANCE: Provides cash assistance to eligible children, parents or other relatives of those who qualify.  Contact the office for eligibility information.

    5) TDAP (Temporary Disability Assistance Program): Cash assistance for single adults Maryland residents with no dependent children who are totally disabled and cannot work for a minimum of three months. The impairment may be either physical, mental or a medical diagnosis, which includes substance abuse that may require a representative payee.

    6) EMERGENCY ASSISTANCE TO FAMILIES WITH CHILDREN: Provides emergency cash assistance to families with children. It assists with court-ordered evictions, foreclosures, utility cut-offs, and burial assistance and may be used only once in a twelve-month period. Also available are funds for those who have experienced an official disaster (hurricane, flood or fire). Will assist those in public housing. Children 18-21 must be enrolled in school full-time.
