    NEGOTIATION ASSISTANCE: Regulates rates and services for public utilities including gas, electricity, telephone, water (cannot assist with Baltimore City residents), sewerage, steam heating, and most common carriers engaged in transportation within the state.  Licenses gas and electric suppliers.  A list of licensed suppliers is on the website: https://www.psc.state.md.us/electricity/electric-supplier/

    PSC regulates 22 water and water/sewage systems in the following eight counties:

    --Allegany
    --Anne Arundel
    --Calvert
    --Cecil
    --Charles
    --Frederick
    --Harford
    --Wicomico

    NOTE ON APPROPRIATE REFERRALS: 
    o If a customer has a dispute with a utility company or a gas and electric supplier, it may be useful to call the PSC after calling the company first.  Consumers who do not call the company first will be referred back to the company.
    o If service is off, the utility company can and normally does demand payment of the full outstanding amount due plus a reconnection fee and security deposit. 
    o When the service is already off, to have it reconnected, or if consumer has a termination notice, the consumer should be referred to the Office of Home Energy Programs (OHEP) and Fuel Fund for financial assistance.

    INTAKE: If a client has a dispute, they can submit it online at http://www.psc.state.md.us or fax it to 410-333-6844. Disputes MUST be in writing.

    *Customers can access this service for assistance as many times as needed. PSC will make available on a case-by-case basis.
