    NEGOTIATION ASSISTANCE: Regulates rates and services for public utilities including gas, electricity, land line telephone service, water (cannot assist with Baltimore City residents), sewerage, steam heating, and most common carriers engaged in transportation within the state. Licenses gas and electric suppliers. A list of licensed suppliers is on the website. 
    CONSUMER AFFAIRS DIVISION: Responds to complaints from consumers about regulated public utilities and licensed electric and gas suppliers operating within the state. If service is off, the utility company can and normally does demand payment of the full outstanding amount due plus a reconnection fee and security deposit. Reguates taxicab companies licensed in some parts of Maryland. Also regulates transportation network companies, passenger carriers (buses, limousines, and sedans).

    Intake and Eligibility: Open to anyone. Regulates water/sewage in parts of Allegany, Anne Arundel, Calvert, Cecil, Charles, Frederick, Harford, and Wicomico counties. Regulates transportation in Baltimore City, Baltimore County, Charles County, Cumberland and Hagerstown. <br />
